International Tax Consultant

The IBFD Capacity Building & Tailored Services (CB&TS) Department based in Amsterdam, the Netherlands, consists of three core business areas: international tax training, tax research services and government consultancy. The International Tax Consultant will work closely with the Tax Technical Team.

 

Tax Technical Team

The Tax Technical Team is responsible for the development of training courses and materials in various formats, such as traditional classroom programs, virtual and hybrid  trainings. Training courses include standardized programs aimed at tax professionals working in a tax administration, a tax advising accounting or law firm or a tax department of an enterprise. Training courses also include individually designed capacity building programs tailored to the needs of an individual client or group of clients.

Members of the Tax Technical Team are heavily involved in developing a great variety of learning materials including standard presentations, recorded online courses, case studies, webinars on recent developments, such as Pillars One and Two, and also webinars for predesigned trainings. They work not only as instructors in face-to-face trainings, but also in online trainings.

In addition to that, members of the Tax Technical Team also carry out tax research, trainings and government consultancy assignments for specific purposes. Some examples of work include comparative study on best practices in developing countries in combatting tax related illicit financial flows, research and advice where a country tax system stands in relation to base erosion and profit shifting, including evaluation and recommendations, tax treaty analyses, lecturing in tax trainings at all levels, etc.

The Tax Technical Team boasts on its atmosphere of passion for international tax law, collegiality, cooperation and mutual support, and has regular meetings to discuss core issues of international taxation.

Within this context, IBFD seeks to enter into an individual consultant’s Framework Agreement by which IBFD can obtain required services at short notice.

The successful candidate is expected to provide tax technical support across all business areas of the Capacity Building and Tailored Services Department.

 

Scope of Work

  • Developing and updating of training materials;
  • Lecturing activities and related services (developing or updating reading materials, presentations, making and marking assessments and client communication);
  • Managing a cluster of tax technical subjects for virtual and face-to-face trainings;
  • Researching in the field of international and European taxation;
  • Government consultancy in the field of European and international taxation, taxation and development and domestic resource mobilisation;
  • Monitoring with a proactive attitude relevant developments in the international tax framework to be developed into different products;
  • Contributing to tax research or studies commissioned to IBFD;
  • Generate new business opportunities and manage client relationships; and
  • Manage and/or participate in several projects within all areas of the Capacity Building Department;

You will balance research and teaching performance.

 

Requirements

Knowledge and experience

  • University degree in tax law, accountancy, fiscal economics or an equivalent qualification;
  • An LLM program or post-graduate degree or qualification in international tax;
  • Knowledge of financial/fiscal accounting;
  • Knowledge and practical experience in the areas of transfer pricing, the OECD Two-Pillar Solution (including analysing country-specific Pillar Two legislation such as Globe Rules Analysis and QDMTT). The ideal candidate has the experience and capacity to teach these various topics to different audiences at different levels coming from both the private and public sectors;
  • At least 15 years of tax experience in practice including both private and government sectors, such as an International accounting firm, MNE, consulting firm, government, international organization or other tax-based organization. The ideal candidate will have tax experience in both  government and the private sector, as well as having done training and consulting for multiple countries, including developing countries;
  • Proficiency in English at academic level. Knowledge of other foreign languages is appreciated;

Duration of Work

The individual consultant will be contracted based on a Framework Agreement (FA) for an initial period of 12 months with a maximum of 100 working days with possible extension for additional 12-month term with a maximum of 100 working days subject to satisfactory performance review and budget availability.

 

Scope of Price and Schedule of Payments

The FA will be a mutual arrangement between IBFD and the individual consultant to provide the required services at prescribed prices over a period of 12 to 24 months. Under this FA, IBFD does not warrant the maximum number of days of service will be purchased during the term of the contract as this will depend on actual needs. Therefore, although the FA will have a ceiling amount that may accrue to the consultant during the life of the FA, the ceiling amount shall remain as an upper limit and must not be interpreted nor understood as a financial commitment or guarantee of business volume:

  • Services will be delivered on an on-call basis;
  • Payment will be made based on the actual number of days worked and satisfactory performance of each deliverable as specified in the call-off from IBFD.

 

Application Procedure

Interested and qualified candidates are requested to submit an application package for electronic submission on or before date 26 April 2024, 17:00 (CEST). Only complete applications will be considered. A complete application package must include the following documents:

1)     Duly accomplished letter of confirmation of interest and availability (please include in Cover Letter);

 

2)     Technical Proposal (70%) consists of Personal CV indicating all experience from similar positions, projects and specifying the relevant assignment period (from/to) and please submit a portfolio (at least 3 samples) of previous work with a maximum one-page document briefly outlining why the candidate considers him/herself suitable for the assignment;

 

3)     Financial Proposal (30%)

The financial offer should be quoted in EUR per day based on a professional fee of up to a maximum of 200 working days. No other costs, e.g. travel should be included in the financial proposal at this stage. (please include in Cover letter )
